The certified rate of special education teachers in Taiwan showed 89% in education for the disabilities and 37% for the gifted (outperforming 35% in the previous year). Teachers’ certified rate for the disabilities among 22 cities and counties, 9 exceeded 90% with Taoyuan City on the top (98%), followed by Tainan City (95%). There were 13 cities and counties lying between 77% and 89%. As for the gifted education, Miaoli led other counties and cities with 64%, followed by Hsinchu County (60%), Kinmen County (50%), and others below 50%.
Authority agencies of schools were divided into two kinds: (a) municipality and county/city governments, (b) K-12 Education Administration of Ministry of Education (MOE) (governing public and private senior high schools, vocational high schools, national special education schools, and university affiliated primary and secondary schools). Among them, more special education teachers worked for municipality and county/city governments, of which in a total of 12,617 with 89% certified rate, which followed by those 1,429 worked for K-12 Education Administration with a certified rate of 86%, and 65 in university affiliated primary and secondary schools with a certified rate of 88%.
Special education teachers for the disabilities in municipalities and counties/cities were calculated with numbers and certified rate accordingly on different education levels. 800 special education teachers worked in preschool level with a certified rate of 86%, 5,304 in elementary schools with a certified rate of 96%, 3,875 in junior high schools with a certified rate of 83%, 1,004 in senior high and vocational high schools with a certified rate of 84%.
National and private senior high and vocational high schools were divided into two types accordingly on a school’s characteristic: regular education schools and special education schools. There were 200 special education teachers worked in regular education schools with a certified rate of 84% and 1,111 in special education schools with a certified rate of 86%. There were in total of 1,695 teachers worked in special education schools around Taiwan with a certified rate of 86%. Among them, 353 teachers taught in four schools managed by the Taipei City Government with a certified rate of 80%, 225 in four schools managed by the Taichung City Government with a certified rate of 82%, 197 in four schools managed by the Kaohsiung City Government with a certified rate of 94%, 89 in one school managed by New Taipei City Government with a certified rate of 78%. There were 831 teachers worked in 18 schools managed by K-12 Education Administration of MOE, with a certified rate of 89%.
